Dr Milner worked as a general practitioner in
Bedfordshire for 21 years before joining the Department
of Health (DH) in 1989. At DH she held a number
of posts in policy areas including monitoring
maternal deaths, vaccination and immunization,
accident prevention and coronary heart disease
prevention. From 1996 until the end of 2001 she
was the senior medical officer advising the Tobacco
Policy and Cancer Prevention Unit at DH. During
that time she contributed to the Government White
Paper "Smoking Kills". Subsequently
she assisted with the development of smoking cessation
services and the provision of nicotine replacement
therapies (NRT) on National Health Service (NHS)
prescriptions. Dr Milner was also the medical
secretary to the Scientific Committee on Tobacco
and Health (SCOTH) and chair of the Technical
Advisory Group of SCOTH. The first report of SCOTH
was published in 1998 and looked in particular
at the health effects of environmental tobacco
smoke.
Since retiring from DH in December 2001 she has
accepted the chair of the board of trustees for
No Smoking Day (a UK charity) and continues to
work in the tobacco control area as a freelance
consultant. She is also a vice president of QUIT
– a national free telephone helpline for
smokers. In 2002 she returned to general practice
and works part time as a locum in the county of
Shropshire where she now lives.
